Are governments of both countries supporting this public diplomacy?

Are  governments of both countries supporting this public diplomacy?

It looks like the Ethiopian government is encouraging it. Is the government of Eritrea also on board? If not its a futile attempt. The peoples of the two countries have no problem with eachother. The conflict is between the regimes. Any peace making effort that doesn't have endorsement of both governments will not yield concrete result.
